The Library of Congress is one of those places that almost makes you want to dress up a little more than you normally would. The marble staircases, huge windows, ornate details, and beautiful architecture give Library of Congress engagement photos a completely different feel from most other locations around DC. While the photos can look effortless, there’s actually quite a bit happening behind the scenes to make them that way.
But there are a few logistics that come with photographing here. We have permits and security to think about, certain areas we can use, and a limited amount of time once we’re inside. Then there’s everything else that comes with planning an engagement session. Like choosing outfits, figuring out when to arrive, and knowing what to expect with crowds. It might sound like a lot at first, but we’ll walk you through all of it beforehand so you’re not trying to figure things out as you go!
Thankfully, that’s where we come in! We’ve photographed here before, so we know both sides of it: where the photos look really good and all the not-so-exciting logistics that have to happen beforehand. We’ll help with the permit, timing, outfits, how early you should arrive, and whether adding a second location is actually worth it. Choosing the Library of Congress for Engagement Photos
The Library of Congress is definitely one of the more formal locations we photograph around DC. But that doesn’t mean your entire gallery has to feel stiff and boring. That’s one of the things we like most about it!
The Library of Congress gives us a lot to work with without needing to move around a lot. We can use the staircases and architecture for those more editorial photos. Then switch things up with closer shots and more natural moments between the two of you. You get a really nice mix without every photo feeling super formal just because we’re in a fancy building.
Obviously, being indoors has its perks. DC weather can be all over the place, so having an indoor location means we’re not quite as worried about rain, summer humidity, freezing temperatures, or wind. We’ll still keep an eye on the weather if we’re taking photos outside too! But having the Library as part of the session gives us a little more breathing room when the forecast isn’t cooperating!

What Do Library of Congress Engagement Photos Actually Look Like?
This is something we think is worth talking about because arriving here feels a little different than meeting us at a park or walking around Georgetown.
For an interior engagement session, we’re entering the Thomas Jefferson Building and going through security before we ever take a photo. Camera equipment and bags go through screening, and during permitted formal photography sessions, groups are escorted by Library staff. Current rules limit formal photography to the Great Hall and Mezzanine areas, so we’re not wandering freely through every room in the building.
Once we’re inside, we’ll make the most of the time we have. We’ll grab some of those more editorial photos around the staircases and architecture. We’ll also keep you moving and give you things to do so it never turns into 45 minutes of standing in different poses. You’ll get a good mix, and we’ll guide you through all of it as we go!
Plus, the building can look very editorial. You do not need to act like models to photograph well in it! That balance is a big part of how we approach engagement photos. We’ll step in with more direction when the architecture calls for it, then back off when you’re comfortable and let the two of you interact.
Do You Need a Permit for Library of Congress Engagement Photos?
Yes! If you want to take formal engagement photos inside the Library of Congress, you currently need a pre-approved photography permit.
The Library now defines engagement sessions as “formal photography for personal use.” Permitted sessions are currently offered in 45-minute time slots on select Mondays, and requests generally take three to five business days to process. Photography permits are not currently available Tuesday through Sunday!
A regular visitor ticket does not give you permission to turn your visit into an engagement session. Regular tickets allow casual visitor photography, but not directed or staged portrait sessions.
This is also why we always double-check the rules before every session! Things can change, especially at a location like the Library of Congress. We never want you showing up only to find out something is different than the last time we photographed here. While we’re planning everything, we’ll keep an eye on the current requirements. Plus, we’ll make sure you know exactly what you need ahead of time. One less thing for you to worry about!
How Much Time Do You Need at the Library of Congress?
For the inside portion of your session, we currently have 45 minutes to photograph. We promise we can do a lot in 45 minutes!
Because our time inside is limited, we like to have a game plan before we walk through the doors. We already know the areas we want to use, but we’ll also pay attention to what’s happening that day. If one staircase is busy, we’ll move somewhere else and come back. If the light looks especially good in one spot, we might hang out there a little longer. We’re not following a super strict shot list, but we’re also not spending ten minutes wandering around trying to decide where to go next.
We’ll give you a specific meeting and arrival plan based on the current permit instructions so there’s enough buffer for security without guessing when you should show up. That gives us plenty of time to get inside and get settled. We’ll also make sure we have time for any quick hair fixes before it’s officially time for photos.
The goal is for those 45 minutes to actually feel like 45 minutes. Not 30 because we spent the first 15 rushing to get inside! If we’re taking photos outside the Library or heading somewhere else afterward, we’ll plan extra time for that separately. We’ll build the whole timeline with you beforehand so you know where you need to be, when you need to be there, and never feel like we’re racing the clock!
The Best Places for Library of Congress Engagement Photos
Inside, the Great Hall is the main event. The staircases give us some of the strongest opportunities for wider editorial portraits. Especially when we can use the scale and symmetry of the building around you. One useful change with the dedicated photography permits is that the Great Hall stairs, which aren’t available for formal photography during regular visitor hours, can be used during permitted photography sessions.
We also love working around the Mezzanine and near the windows. This is where we can get away from the biggest, widest compositions and work with softer light and closer portraits.
Outside, we have even more room to move around! The main entrance and steps give you that recognizable Library of Congress architecture. While the area around the Neptune Fountain gives us another layer without needing to go anywhere. We can also work around First Street, Independence Avenue, and the surrounding Capitol Hill architecture when we want something less formal.
That’s one thing we don’t think gets talked about enough: you don’t necessarily need to treat “the Library of Congress” as one single backdrop. The exterior can give us several different looks before we even walk inside.
What Should You Wear?
If you’ve been waiting for an excuse to dress up for your engagement photos, the Library of Congress can handle it. This location works especially well with dresses that have movement, suits, structured pieces, longer silhouettes, and outfits that feel a little more polished.
That does not mean you both need to show up wearing black tie. We still want you to look like yourselves! The building already has a lot happening visually. This includes marble, decorative ceilings, arches, staircases, and gold details. So we usually think about your outfits in relation to all of that rather than choosing something simply because it looks good on a hanger.
Neutrals work really well here, but color can too. A stronger color can stand out beautifully against all the stone and architectural detail. The bigger thing is making sure your outfits work together without looking like you coordinated them down to the exact shade. Plus, please bring comfortable shoes!
You can absolutely wear heels for photos. We just don’t need you walking around Capitol Hill in them unnecessarily. Bring another pair for getting from place to place and switch when we’re ready. Your feet will thank you. We will also thank you because nobody is having fun once their shoes have turned against them!

What About Crowds?
The Library of Congress is a very popular place to visit! So we’re never going to promise that you’ll have the entire building to yourselves. But you also don’t need an empty Library to get photos that look like we had plenty of space.
The nice thing about the current photography permit is that we have a dedicated time to be there for your engagement photos instead of trying to squeeze everything in during regular visitor hours. That already makes things a little easier inside.
When there are people around, we know how to work with it! We’re constantly paying attention to backgrounds, changing our angle, using the staircases and architecture to hide people when we can. Or we’re waiting a few seconds for someone to walk by before taking the photo.
The same goes for outside. DC is busy, and that’s just part of photographing here. We’ve photographed around plenty of tourists, school groups, and people just trying to enjoy their day, so none of that throws us off. You don’t need to spend your session looking around and wondering whether someone is in the background. We’ll worry about that part!
What’s the Best Time for Library of Congress Engagement Photos?
Timing works a little differently here because indoor Library of Congress engagement photos are currently limited to select Monday photography appointments. So for anything inside, we’ll plan the rest of your session around the permit time we’re able to get.
Outside, we have a lot more flexibility. If we’re taking photos around the steps, fountain, or Capitol Hill too, we usually love getting started earlier in the day. It tends to be a little quieter before everyone is out and about. This gives us more room to move around and take our time before heading inside.
The time of year matters too. The Library is busiest from March through July. So during those months we’ll usually give ourselves a little extra breathing room for security and getting inside. The last thing we want is for you to feel rushed because the security line took longer than we expected.
We’ll look at your permit time, what else you want to include in your session, and how busy we expect things to be. Then we’ll build the timing around all of that. You won’t need to figure out what time to show up or how early is too early. We’ll tell you exactly when and where to meet us!
Should You Add a Second Engagement Location?
You definitely can, but you don’t have to. Between the inside of the Library, the exterior, and everything around Capitol Hill, we can get a lot of variety without spending part of your session driving across DC and looking for parking all over again. If you do want to add another location, we like choosing somewhere that actually gives you something different. There’s no point in adding another stop just to have another stop.
Capitol Hill is an easy option because we’re already right there. It gives us more of that neighborhood feel with pretty streets, row homes, and plenty of places to walk around after the more dressed-up photos at the Library.
The Jefferson Memorial is great if you want to keep that classic DC look going. We’ll get the white marble, columns, Tidal Basin, and some outdoor photos that feel different from what we just did inside.
Georgetown is probably the biggest switch-up. We can go from being dressed up inside the Library to wandering around the streets, stopping at storefronts, and getting photos that feel a little more like the two of you are out on a date.
We’ll help you decide what makes sense based on how much time we have and the outfits you’re wearing. Plus what you want your Washington, DC engagement photos to look like! Sometimes two locations are absolutely worth it. Other times, staying in one area means we get to slow down a little and spend more time taking photos instead of sitting in DC traffic.
We’ll also be the first people to tell you when adding another location sounds like more trouble than it’s worth. More locations do not automatically mean better photos. Sometimes they just mean more time traveling place to place.

What’s the Best Season for Library of Congress Engagement Photos?
The nice thing about the Library of Congress is that the interior gives us a lot more flexibility throughout the year. Spring is beautiful around Capitol Hill, but it’s also one of the busiest times in DC. The Library specifically notes that visitation peaks from March through July, so we account for that when planning arrival and security time.
Summer gives you longer daylight if we’re combining interior and exterior photos, but it also gives you DC heat and humidity. Fall is one of our favorite times to combine the Library with Capitol Hill because the weather tends to be more comfortable for walking between locations. Winter works really well if you want the formal architecture without spending your entire session outside in the cold.
What Happens If It Rains?
This is one of the bigger advantages of choosing the Library. If we have a permitted interior session, rain doesn’t automatically derail everything! We can still photograph inside and then decide what makes sense for the exterior portion based on what the weather is actually doing.
Light drizzle? We may keep going. Heavy rain? We can adjust! The Library itself also notes that photography sessions can be cancelled because of building closures, inclement weather, security emergencies, maintenance, or special events, so this is another reason we check current conditions before session day.
